In short
I’m Kavindu Ravishan Perera. On papers I’m Kavindu Perera. I work as a Project Researcher at
the University of Oulu, and I’m at the start of a PhD in reinforcement learning there.
Most of my time goes into AI that people outside the lab have to use. I built the AI platform
behind NeuroClima, an EU climate policy project, I’m responsible for development in AIKAA, which
brings generative AI to small companies, and before that I made a voice app that helps people
write restaurant reviews. I build the systems, then study how people actually get on with them.
Master’s in Computer Science and Engineering, University of Oulu. Thesis: Augmenting Speech-based Mobile Reviews with Artificial Intelligence.
2022
Bachelor’s in Engineering Science, Telecommunications, Riga Technical University.

Kavindu Ravishan Perera (published as Kavindu Perera) is a Project Researcher at the University of Oulu and a PhD candidate in reinforcement learning. His doctoral work, within the Horizon Europe project ARGENTIC, is about deciding where each AI workload should run, across edge devices, the cloud and supercomputers. Most of his work is AI that has to hold up outside the lab. For NeuroClima, a Horizon Europe climate project, he built the AI platform that lets policymakers, researchers and students ask questions of more than 2,000 research papers, policy documents and videos, in four languages. In AIKAA, funded by the European Social Fund Plus, he is responsible for developing generative AI pilots with Finnish micro and small companies. His master’s thesis became a first-author paper at ACM MUM 2024: a mobile app that turns spoken restaurant reviews into written ones, tested in a field study with 14 people. He also co-authored a study of trust in social robots on campus, published at ACM OzCHI 2025. He holds a master’s in Computer Science and Engineering from the University of Oulu and a bachelor’s in Telecommunications from Riga Technical University.
